The University of Wolverhampton and many industry partners are delighted to announce the commencement of a project for research into the health and safety risks on construction projects and how they are most effectively managed at the pre-construction stages of projects. The project is funded by the European Union under Marie Sklodowska-Curie research programme.”

Occupational safety and health (OSH) risk management at the pre-construction phase about to get a boost.
The depressing statistics on fatal and non-fatal accidents in the construction industry across EU Member States and many other parts of the world and their negative socio-economic impacts have been, for far too long, a challenge to the construction industry. It is widely acknowledged that most accidents could be prevented with better management of design and occupational safety and health (OSH) risks at the pre-construction phase. Current statistics clearly suggest that pre-construction occupational safety and health (POSH) risk is not being managed effectively.

The paper reports surveys of clients and practitioners conducted via fourteen focus group discussion sessions with over eighty participants. It provides knowledge and understanding of the Principal Designer (PD) role in securing H&S on projects. The research issues include: nature of appointments to the role; structures for discharge of the role; day-to-day functions of the PD; remuneration arrangements; and common challenges regarding the PD.

The paper critically analyses two representative contracts in the NEC family of contracts to provide guidance on their H&S provisions and pointers to possible review in future editions. An important finding is that the contracts state the H&S duties in very general terms with the expectation that users will draft the details on the CDM duties as part of the Scope contract document. This potentially creates a risk.

This study conceptualises the organisational capability construct as a basis for its meaningful operationalisation as it relates to DfOSH. It does so by presenting organisational capability as a multi-dimensional construct that can be operationalised at various levels of specificity. The model can serve as a framework for identifying organisational capability gaps that design firms seeking to build their DfOSH capability can address.

Under the CDM Regulations, duty holders must have appropriate skills, knowledge and experience (SKE) of occupational safety and health (OSH) risks. This study undertook a systematic review of meanings of SKE and carried out content analyses to provide robust conceptualizations of the constructs skill, knowledge and experience, leading to development of nomological networks to aid their operationalization.

Proactive management of health and safety risk often minimises ill-health, injuries and fatalities on projects. Hence, in some jurisdictions like the UK, statutory duties are placed on project Clients to make suitable arrangements for projects to be carried out without risk to health and safety. This study surveys Clients and practitioners in the UK construction industry in focus group workshops to establish seven dominant practices being employed by Clients.

The study presents knowledge regarding DfOSH as a multi-dimensional construct that can be measured at various levels of specificity. The integrated model can serve as a guide for clients to clarify the DfOSH knowledge of prospective designers in the procurement process. Designers intending to improve on their DfOSH knowledge can similarly be guided by this model to identify their DfOSH knowledge gaps.
